Executive Summary

Simon Carman is a Director within BDO's Infrastructure Advisory Team. Simon is a qualified accountant and member of the Chartered Institute of Public Finance Accountants (CIPFA). Simon has a strong health service background and he has over 20 years' experience of working with the NHS and other public and private sector organisations on consultancy assignments. He has supported the successful delivery of a number of Public Private Partnership (PPP) and Joint Venture infrastructure projects.

Simon has provided financial, commercial and procurement advice to public sector clients on a number of significant infrastructure projects including London Fire's pathfinder vehicle and equipment PFI project and their subsequent Fire Station PFI project. He led the team supporting the establishment of transformational Strategic Estates Partnerships in Burton NHS Trust and Hinchingbrooke NHS Trust. Simon has also advised successful private sector bidders such as Skanska (Awarded the contract to deliver the new Papworth Hospital via PFI); Babcock (Range of training and strategic fleet projects); Bilfinger Berger (Contract to deliver PFI Fire Stations to Staffordshire FRS); and Rhyhurst (appointment as Strategic Estates partner to the Isle of Wight NHS Trust).

Simon’s main areas of specialism include PFI/PPP, public sector procurement, strategic partnering, business cases, public sector accounting, costing and training delivery. Simon has a wealth of experience in relation to PPP procurements including managing and contributing to the content of complex business cases, preparing best practice guidance, responding to financial sections of PPP bids, financial modelling, structuring commercial arrangements and raising finance.

Simon Is BDO's lead on joint venture partnering for the Estates of NHS Trusts and the buildings and infrastructure of Local Government and Fire and Police Services. Simon has also worked on similar structures for the District Heating Sector. These arrangements include a requirement for either wholly sourced private sector finance, or a mix of public and private finance, to deliver infrastructure and are particularly complex projects requiring careful sequencing and incremental delivery. Simon has considerable recent experience of a wide variety of different sources of finance, including for the re-financing of projects, and he has worked on projects to structure complex commercial arrangements to satisfy the requirements of the public sector, private sponsors and third party finance providers.
