The financial system is commonly viewed as the "life blood" of any country's economy and hence one of the prerequisites of a well-founded economy is an efficient and trusted financial sector. This encompasses banks, non-banking financial institutions, capital finance and commercial credit systems, micro-finance and regulatory authorities. Emerging market and transition economy countries face a wide range of issues in this key sector, including the establishment of institutions and procedures, and the need to restructure and refine existing organisations. In these circumstances the direct transfer of experience and skills from the developed world is often not possible due to existing conditions, technologies and practices and considerable creativity and local knowledge is required to develop workable and sustainable solutions.
