Peter is a Director in BDO's Public Sector Advisory team.
Peter specialises in providing financial advice on project finance deals for public sector entities and private sector organisations. He has considerable experience advising on Health PPP/ PFI projects as well as for non-health public entities including Local Authorities and central government departments. Through these engagements Peter has significant experience in leading the input into public sector Trust project teams and of negotiating commercial issues with PFI operators and their financial advisors. Peter has also advised on PFI issues and cost saving opportunities during the operating phase of PFI projects.
Peter joined BDO in June 2008 from KPMG where he had over 12 years experience of advisory on PPP projects. Since joining BDO Peter has led the firm's health PPP health team, advising on many transactions in the acute and primary care sectors. This has included both PFI and LIFT transaction structures.
Peter's recent projects include advising a client on its HUB NPD projects in Scotland. This has included undertaking the financial modelling and structuring advice on two recently completed new secondary school projects.
He has also advised a client on a significant new residential accommodation project for key workers at a large Scottish hospital. This advice includes funding, tax and accounting advice, as well as significant commercial advice.
Peter's key skills comprise: considerable knowledge of funding structure and terms, commercial negotiation, business case preparation and financial models. Peter holds a BBS, an MBA and is a Fellow of the Institute of Chartered Accountants of England and Wales (FCA).
