Ciaran Mclaughlin

I lead the firm's Public Sector Assurance external audit practice, working with senior leaders across the NHS, local government and central government to deliver assurance that supports confident decision making, withstands regulatory scrutiny and maintains public trust. I am a CIPFA qualified Key Audit Partner with over 30 years’ experience across external audit, internal audit and accounting advisory services in the public sector.

My audit portfolio covers Integrated Care Boards, NHS Trusts and Foundation Trusts, local authorities, local government pension funds, and central government departments, NDPBs and agencies. I have particular experience supporting organisations operating under financial pressure, system reform and heightened scrutiny, helping them manage risk, maintain financial resilience and demonstrate strong governance.

Alongside statutory audit delivery, I provide accounting advice and financial assurance, including Housing Benefits Assurance and grant certification. My focus is on delivering high quality, efficient assurance that adds value, improves clarity for stakeholders and supports strong financial management in complex environments.

I represent the firm on the National Audit Office's Local Auditors Advisory Group, contributing to the future direction of local audit in England. I have also served on CIPFA's Ethics Panel, reflecting my commitment to professional standards, independence and public confidence.
