Public Finance Management (PFM) and Governance
We support public sector reforms to improve governance, accountability and efficiency:
- Public financial management: Training and technical assistance on budgeting, forecasting, budget process, framework and calendars, and budget performance management processes and Operational Assessments and Public Expenditure & Financial Accountability (PEFA) assessments.
- Tax and revenue reforms: We work to improve the business environment and provide greater fiscal stability by enhancing tax administration transparency and efficiency, developing integrated Tax Management Systems and improving legal frameworks.
- Enhancing effectiveness, transparency and accountability: We help Supreme Audit Institutions and Ministries of Finance develop their capabilities. The goal is to improve the effectiveness of these key institutions in order to improve transparency and accountability.
- Budget planning and forecasting: We help public bodies develop macro-economic and fiscal forecasting models and frameworks for effective planning and oversight.
- Governance and policy: We support our clients involved in public administration reforms and civil service reforms. We improve their organisational planning, financial management, and human resource management practices.
Sustainable Economic Growth
We deliver projects that stimulate and support economic growth in emerging and developing economies:
- Investment attraction: Helping companies and investors improve their propositions to raise capital and create jobs.
- Access to finance: Supporting financial literacy training, diagnostics and capacity building of financial institutions including development of credit assessment approaches and fintech.
- MSME development: Building the capacity of micro, small, medium enterprises in capabilities such as export readiness, business planning, financial management and digitisation.
- Women’s economic empowerment: Improving women’s access to finance, support for women entrepreneurs, gender lens investing, skills and employability and Gender and Social Inclusion (GESI).
- Green and inclusive growth: Improving environmental performance for businesses and integrating sustainability considerations for governments this work is supported by our ESG Consulting and Gender Equality and Social Inclusion (GESI) working group.
- Green cities and infrastructure: Enhancing climate governance and Public-Private Partnership (PPP) projects including project feasibility and preparation with our award-winning infrastructure modelling team for global infrastructure finance projects.
Aid Monitoring and Risk Management
We specialise in monitoring aid spend and aid outcomes within developing countries, including in fragile and conflict affected states:
- Third-party monitoring for the procurement of goods, works and services, and monitoring expenditures to ensure that funds are used in compliance with donor standards.
- Fiduciary Risks and Safeguarding Risks reviews: Identifying and mitigating fiduciary and safeguarding risks and providing capacity building and training.
- Internal Control and Organisational assessments: Evaluating agency’s internal controls (including areas such as financial management and procurement) to ensure funds are used as intended.
